ANNUAL  MEETING

MINUTES FOR SATURDAY, May 1, 2021

The Lakewood Board of Directors meeting was called to order by President Eric Koppa at 10:20 am.     

  1. OPENING Eric Koppa
    In our meeting notice published on our Website, Facebook and on our proxy mailing, we informed you that our meeting would begin at 10:00 a.m. It is now that time. I, Eric Koppa, as your President, call this Annual Meeting of the Lakewood Property Owners Association to order AT 10:05 AM

Before I read today’s agenda, I’d like to give everyone just a couple more minutes to look over the annual meeting minutes and budget results from 2020 located on the poster board on the pavilion post. You may also access the 2020 Annual Meeting Minutes and 2020 Budget Actual and 2021 Budget Proposal on our Lakewood website homepage. If you did not see them as you arrived, please take 5 minutes to review and please maintain social distance to the best of your ability. We have a limited amount of hand-outs for those of you who do not have a smartphone or are uncomfortable reading the 2020 Annual Meeting Minutes on the pavilion post. We will proceed on with today’s meeting in 5 minutes. We will be voting on Lakewood board of Director nominees at our meeting, if we achieve a quorum. There are two Board of Director nominees, Carin Tio, who is an acting interim Director, and Nancy Carroll. If you would like to record your vote with our Secretary vs. participating in a voice vote or show of hand vote during our meeting, please visit our Secretary, Ginny Palumbo when we begin the elections proceedings to review our nominee’s bios or write-in candidates if we have any, and record your vote. I will make a motion one way or other for a voice vote or hand vote based on any write-in candidates that may be nominated via our proxies or from the floor later in the meeting. This year, we also welcome Barb Berken as Sergeant At Arms to ensure our meeting remains in order and to assist the Lakewood Board with voting procedures and Robert’s Rules of Order. 3. QUORUM – Eric Koppa

The bylaws of this association set forth the number of members at a membership meeting that constitute a quorum. That number is 10% of thevoting members in person or by proxy and that total is 38. The secretary will now apprise us of that number”

Ginny Palumbo This morning there are 74 members present or by proxy.

Eric Koppa – Thank you, Ginny. The secretary confirms that a quorum is present and that this is, indeed, a legal meeting. At this time we will continue on.”

 “I’d like to start by introducing your Lakewood Board of Directors in attendance.

This year has been a challenge for all of us and we appreciate your participation here today. We are meeting outside again due to concerns over COVID-19 and we ask you to keep proper social distance at all times to respect the health, safety, and welfare of your neighbors. I’m now going to turn the floor over to our Secretary, Ginny, for the review of last year’s minutes.

Ginny Palumbo – Eric gave everyone a chance to read over the minutes at the start of the meeting. Does anyone have any questions pertaining to last year’s minutes only. We ask that you hold off on any and all other questions that do not immediately concern last year’s minutes and we will then answer those questions during the last segment of our meeting. Again, any question pertaining to only the 2020 minutes?

Ruth Mendelsen Lot 204 & 205 upset the annual minutes were not in the packet.  Eric Koppa explained the annual minutes are posted on the marquee and it was a clerical error.  Ruth Mendelsen was upset about the clerical error and would not accept there was an error and the annual minutes were posted on the marquee and not in her packet

Eric Koppa made a motion to approve the 2020 annual meeting minutes.  Barb Berken reminded Eric that a homeowner would need to make a motion to approve the minutes.  I will ask for a motion to approve the 2020 minutes.

Motion made by Homeowner Lynette Anderson – Lot 261 to approve the annual minutes for 2020, and was second by Michol Startup Lot 82.

4. ELECTIONS INTRODUCTION – Eric Koppa

We currently have a Board consisting of 7 people with staggering terms. There are no current directors up for reelection this year. However, this will be my final Annual Member meeting as President, and with much relief and gratitude, will have completed the end of my 3-year term at the conclusion of our meeting today. Thank you for your support these past 7 years. I have such great respect and appreciation for all the officers that have served on this board previously, as well as the current officers and directors you see before you. This is a very difficult ‘part-time’ job. But we do it because we love our community of Lakewood and want to see it thrive for generations to come. I am proud of our accomplishments these past years and so much credit is due to our current and previous officers who helped with the fundraising and installation of our gate, years and years of 4th of July picnics, which I’d love to see come back in future years, the beautification of our neighborhood and subsequent increases of our property values, the addition of our informative website and Facebook pages, which are digital information tools we’ll use for years and years to come, as well as the improvements you see around you here at our lakefront. We have something to be proud of and I know in my heart many of you share those feelings and want what’s best for our community and neighbors and our Lakewood family. This past year we welcomed Ginny Palumbo as board Secretary and Scott Geiger as a Director and full-time resident here at Lakewood. Carin Tio also joined our board as interim Director and has already made important accomplishments to our Association with the introduction of the new Lakewood POA Welcome letter, which is now used by area title companies and our Realtor partners at closings to welcome new families to Lakewood.Thank you Ginny, Scott, and Carin. I’d also like to give a big thanks to Amy Volkmann and her husband Harvey for their help this year with the installation of the footing for the 2nd card reader on the inside of our lakefront gate to allow ATVs, bicycles and pedestrians to open the gate from inside our lakefront. As a result of Scott, Amy, Harvey and my efforts digging and pouring the footing, we saved our association’s Gate Fund nearly $500 in labor costs. Plans are in the works to complete two 16’ chain link fence rows to encapsulate our lakefront and complete our 3-year gate installation project. I’d like to recognize and give thanks to our Vice President Steve Hensen for his help sourcing and installing the chain link fence in the next few weeks. Steve and his crew also put in our swim buoys and ropes every year to make our beach a safe environment for swimmers of all ages. Thank you, Steve for your steadfast leadership and friendship over the years.

5. SECRETARY’S REPORT  Ginny Palumbo

2020 continued to bring more improvements and forward progress to our Lakewood community. Vacas continues to send out advertisements to rent out your property.  We would like to remind all, we do not allow short term rentals

  • NEW HOMEOWNERS:  2020 welcomed several new homeowners with the sales of 8 homes in Lakewood.

  • Lastly, if you are not currently part of our Facebook page, please join us.  Our Facebook page is a CLOSED group for homeowners ONLY and is intended to be a fun, positive and informative page for our members.

Eric Koppa reminded everyone if they need a new Card or FOB to see Stephanie to inquire about a New Card or FOB, or email us at talktous@lakewoodpoa.org. They are available for $30.

     6. TREASURER’S REPORT – Stephanie: 

Hopefully all of you had an opportunity to review the 2021 budget plus actual expenditures and the 2020 budget on the poster board before the start of our meeting. Please refrain from all questions until I am done, I’d be happy to answer any questions concerning the budget only that you have at that point.”

In 2020 we released 6 liens totaling $4,175. In 2021 we assessed an additional $500 lien per owner who did not pay or arrange a payment plan with us. Which resulted in payment of some liens. We currently have liens outstanding of $5,724 for 4 owners. One of those properties is in foreclosure so we should be receiving payment for that one in 2021.

THE BOARD UNANIMOUSLY ADOPTED THE PROPOSED 2021 ANNUAL BUDGET AT OUR APRIL 13TH, 2021 BOARD OF DIRECTORS MEETING, PER 6.7 IN THE LAKEWOOD DECLARATION OF COVENANTS AND RESTRICTIONS

Does anyone have any questions concerning my Treasurer’s Report? 

Jim Walsh Lot 33 upset he received an invoice for the dues along with the annual meeting announcement.  He does not want any mail.  Eric Koppa explained due to our current by-laws we must mail both pieces of information at this time.

  1. LAKEWOOD POA OFFICER ELECTION RESULTS:

This year, we have two board vacancies and sought nominations from our membership earlier this year to fill those board vacancies. Two candidates have expressed their willingness to run for the board and are hereby nominated by our board of directors for 3-year terms as designated in Article V Section 5.02 of our Bylaws. As there are no write-in candidates to report at this time, I motion to conduct a simple voice vote to elect our board nominees.   Stanley Stoka Lot 351 made a motion to conduct a voice vote and was seconded by Jane Young Lot 131.  All those in favor of a voice vote of our board nominees say “Aye.” Any opposed to a voice vote say “Nay.” We will begin our election with a voice vote for our Director nominee Carin Tio to serve a 3-year term as Lakewood Director. All those in favor of voting for Carin Tio for a 3-year team, say “Aye.  Any member opposed to seating Carin Tio for a 3-year term on the Lakewood POA Board say “Nay.” The Ayes have it. Carin Tio is elected as a Director of the Lakewood POA Board for a 3-year term. We will now conduct a voice vote for the election of our 2nd Director nominee, Nancy Carroll, to serve a 3-year term as Lakewood Director. All those in favor of voting for Nancy Carroll for a 3-year team, say “Aye.” Any member opposed to seating Nancy Carroll for a 3-year term on the Lakewood POA Board say “Nay.”  The Ayes have it. Nancy Carroll is elected as a Director of the Lakewood POA Board for a 3-year term.

8. COMMUNICATIONS

We will now call on our Vice President, Steve and our Director, Scott, to discuss lakefront improvements and future items we’ll need to keep an eye on.

 

Steve Hensen – We actually have several items of communication to talk about toda “Some of those items are……

  SWIM AREA: The past 2 years we have bought colorful new noodles for the swim area and will do so again this year. Some of the hardware has been replaced as well as new buoys were bought and installed before Memorial Day weekend, probably Friday.  Putting in new noodles for ropes.  Last year changed out ropes to stainless steel, so we can use them again this year.

MORE GATE – Gate 16 ft 4 ft high.  By Steve purchasing this the cost will be about $600. Labor for the contractor was $3200.  With Steve doing this with his friends will be saving about 2,000 

Scott Geiger – 4 trees to be taken down this year and 4 down next year, due to budget constraints.  Roof will also be completed this year.  Jumping into old business – > TREES/EMERALD ASH BORER: – 3 tree companies called.  Only 1 gave a bid.  trees that need to be cut down at the lakefront, what we have planned for this year and what will need to come down next year. 

PIER: Docking Solutions, who stores, installs and takes out our pier will be installing          our docks and pier this year.

 PLAY EQUIPMENT:: The playground equipment, including the swings may need to be replaced. It could be repaired and repainted/stained, but the structural integrity of the equipment may be in question.

9. NEW BUSINESS – Amy Volkman

 LAKEFRONT NEEDS: we are thinking ahead to the future and are investigating a new roof for the as well as the additional trees we’ll need to cut down.  Beach sand 6-9 inches of new beach sand would be about $900.00

WEBSITE ADMINISTRATOR: discuss the frustrations of editing it yourself and ask for anyone who is “good with WORDPRESS” to visit with us after the meeting to discuss our part-time website editor opportunity, working as a contractor to the Lakewood POA Board of Directors.

LAKEWOOD APPAREL: discuss and point to our new t-shirts, long-tees, and hoodies, available for purchase after the meeting. 

RETAINING WALL: Amy to discuss the bulging retaining wall and what needs to be done to fortify it with Riprap and building up the bottom of the retaining wall to prevent more movement of the retaining wall at the base.  Needs to have gravel and sand placed in there to shore the wall up.

DREDGING THE BOAT RAMP: discuss DNR Dredge permit, plans to dredge and keep sand on beach in the late Winter/early Spring of 2022.  Missed this by 3 days.  Anthony Marino said it’s hard to launch your boat with all the cooler on the launch.

Eric Koppa – In spite of the challenges presented by Covid-19, 2020 was another great year to put in the Lakewood books. Most notably we accomplished an initial round of voting on updates to our Bylaws, Covenants, and Restrictions in the middle of a global pandemic, turned over the lakefront maintenance to one of our Lakewood full-time residents, Scott Geiger, who has 20 years of experience working for the City of Milwaukee in public works,to identifying contractors to install a metal roof on our pavilion, and ongoing collection of and settlement of outstanding liens, to name a few of our accomplishments this past year. We’re also thrilled to have a full and highly functioning board working together on your behalf to keep the business of our POA managed and moving in the right direction.  It’s exciting to continue on with improvements and share in that excitement with other homeowners.

We have instituted a policy we will be foreclosing on those properties that are delinquent for three years.  Stephanie has pursued those liens and thank you for all your hard work.

Open Forum – Val Extner Lot 380 – Can they buy another gate card?  Yes, you can purchase another card for $30.00

Jan Fountain – Lot 11 Lot values have been going up.

Tom Connelly Lot 183 – Does the association carry liability for insurance.  Eric explained yes we do carry insurance.

Ruth Mendelsen Lot 204 & 205 would like to know what our liability insurance is.  Eric asked her to email her question and someone will get back to her.

Jan Fountain – Lot 11 Would like to see a row of trees or hedge line to block the new neighbor from our beach.  Eric explained the board is looking into this.  Scott Geiger has discussed with the builder and the builder said the homeowner is planning on planting trees.

Jim Walsh – Lot 33 – Must have a 10 foot buffer or easement from the lot line.

Jan Fountain – Lot 11 asked about the 4th of the July picnic.  Eric would like to see this come back again.

Amy Volkman – Carin and Amy would like to bring back a picnic this year.  Amy asked that volunteers let them know.

Adjournment – Barb Berken Lot 82 made a motion to adjourn.  Amy Volkman second the motion at 11:10 am
