BOARD OF DIRECTORS MEETING
MINUTES FOR Tuesday, April 13, 2021
The Lakewood Board of Directors meeting was called to order by President Eric Koppa at 7:03 PM.
1. Roll Call:

2. APPROVAL OF MINUTES:
Eric Koppa made a motion to approve February 25, 2021 minutes Seconded by Stephanie Anderson. Eric would like his email address blacked out on the February 25, 2021 minutes on the email vote before minutes are published.

3. OLD BUSINESS:
Gate Maintenance -New key card reader has been installed. Stephanie Anderson to put the bollard sleeve in the shed. We need an additional 3-4 bags of cement. Amy Volkmann to add cement for the footing of the bollard to protect the key pad. Gate was serviced by Entrance Systems. Eric Koppa to add silicone to the chain to prevent additional rusting. Tim from Entrance Systems told us 99% of the gates due rub like our gate. Yolk needs to be custom made. Tim feels we need a V shaped yolk, instead of the Y shaped yolk we have now. Steve Hensen will contact Century Fence to look at the gate.
Chain Line Fence Quote – we need an additional 2 sections 16 feet of fence. Steve Hensen will purchase 2 16 foot sections of vinyl coated chain link at a total of $611.90, Steve Hensen offered to install the fence.. Will need to rent a gas power post digger. The cost is about $120 to rent from A-Z. Steve Hensen received a quote from Century Fence for the additional fencing in the amount of $3,160.00. Eric Koppa made a motion to purchase the materials and post hole digger in the amount of $750.00. Seconded by Ginny Palumbo.

LAKEFRONT MARQUEE
Need to refresh the notices on the marquee. No Dogs, Rules for 2021, No glass on the beach, no fireworks and no guns. Board Member Bios need to be updated.
ADVERTISEMENT SIGNS ON PROPERTY – This goes against our article 3.2.
A homeowner brought the issue of contractor signs to a board member. Discussion was made that signs can be up for 14 days. Carin Tio would like the rule to stay and instead have the contractors pay for advertisements with Lakewood. Ginny Palumbo made a motion to keep the 3.2 signs bylaw in place and was second by Carin Tio.

Motion Carried to allow contractor signs in yards for 14 days
4. SECRETARY REPORT:
Would like to send a letter to all title companies that there will be a $100 fee for rush documentation paperwork. Some title companies are sending out documents to be completed and expecting them to be returned immediately. Amy Volkmann made a motion to send a letter to the title companies requiring at least a two week lead time. Less than two weeks there will be a
$100 rush fee. Seconded by Carin Tio.

6. NEW BUSINESS:
Spring open –
a. Port a Potty – Stephanie Anderson received a quote and it will be an additional $100 to bring in early for the annual meeting. Port a Potty will be in by April 30, 2021
b. Water to be turned on in April.
c. Pier is on the list to be put in.
d. Amy Volkmann to post on Facebook for a neighborhood clean up. This will be for the
weekend of 4/24-4/25.
e. Drudge report – Amy Volkmann and the contractor discussed dredging. This will be tabled for next year. Lakewood has a lifetime permit for dredging, so long as we pay $100 filing fee. We can remove the sand, but it must not leave the property.
f. Repairing the retaining wall. Need to shore up the bottom of the wall. Amy Volkmann will get a quote on repairing the retaining wall.
g. Sand on beach received a quote for 1 truckload of beach sand. $300. to get a base for at least 6 inches we would need 3 truckloads of beach sand.
Foreclosures – Eric Koppa did research on the board foreclosing on properties that are past due on association fees. It is $200 to conduct a title search. When a title search is conducted this will be charged back to the property owner. Eric Koppa spoke to the county about Brzoski’s 3 properties. They are three years in arrears on their property taxes. We will not pursue foreclosure at this time.

OPEN FORUM –
Scott Geiger and Amy Volkmann went to BMO to the safety deposit box. Kelly Bain’s name was still on the signature card. Kelly’s name has been removed.
Eric Koppa would like anyone that lives in Lakewood to have access to the mailbox. Amy Volkmann stated she checks the mail twice a week.
Eric Koppa made a motion to adjourn at 9:03 pm Seconded by Scott Geiger.

Eric’s comments:
After researching the Bylaws, I would highlight Article VI, Section 6.01 (b) employ a manager, an independent contractor or such other employees as they deem necessary, and to prescribe their duties.
This article is clear in it’s designation of the board’s right and responsibility to hire employees “as they deem necessary, and to prescribe their duties.” Whether Scott Geiger was on the board or not, his employment would be recommended given his 20 years of experience in public works for the city of Milwaukee, his proximity to the lakefront and access as a permanent resident of Lakewood to the lakefront at all times, and his ability to carry additional insurance coverage for his equipment and person.
I would also highlight the board’s responsibility in Article VI, Section 6.01 (d) supervise all officers, agents and employees of the Association and see that their duties are properly performed;
Scott would be held to the same standard of any employee or vendor of Lakewood.
I would also highlight the board’s responsibility in Article VI, Section 6.01 (l) procure and maintain adequate liability and casualty insurance to protect the Association, its employees and its personal and real properties; The Association has liability insurance and would acknowledge Scott Geiger’s certificate of insurance as additional liability coverage for his person and equipment while performing work for the Association.
Lastly, I would highlight Article VII, Section 7.06 The officers shall have such duties and functions as are generally held or performed by such officers in business corporations, and such additional duties and functions as may be established by the Board of Directors. Additional officers and assistant officers shall have charge of and shall perform such duties as may be authorized by the Board of Directors and assigned to them by the President.
