BOARD OF DIRECTORS MEETING

MINUTES FOR Saturday April 20, 2024

The Lakewood Board of Directors meeting was called to order by President Amy Volkmann at 9:01 am

  1.     Roll Call:

  1.     Annual Meeting – 
  • Gretchen Peterson will not be attending the annual meeting.  She will be out of town.
  • Need 39 proxies and or people in attendance to make a quorum.  
  • Nancy Kubina has received 6 proxies so far.
  • We will need volunteers at the pavilion at 8:00 am to open and record all mailed proxies.
  • There was an issue with the mailing.  The same ink and labels was used to print the labels for the proxies.  The labels were smearing and about 40 out of the 239 proxies were returned.  Nancy Kubina remailed the ones that were returned.
  • Ginny Palumbo will provide the annual meeting minutes from 2023 for homeowner approval.
  • Carin Tio will handle t-shirt sales at the meeting.  Carin Tio has already put a picture of the shirts with the pricing on the Associations Facebook.
  • Amy Volkmann will announce the results of the election and also announce she is resigning and Annette Wolf will be President for Amy Volkmann’s remaining term.
  • Nancy Kubina was approached by Emily Lesniak to become a member of the board.  Emily Lesniak resides in Lakewood full time.  
  1.     Secretary Report
  • None.
  1.     General Business
  • Nancy Kubina stated there is $8,100 in the capital fund and asked that we approve moving $5,000 from the capital fund to the general fund.  Motion was made by Gretchen Peterson and seconded by Annette Wolf.

  • Carin Tio askes who has access to the email. Annette Wolf stated, Ginny Palumbo handles all emails sent to talktous and the secretary.  Carin Tio feels other board members should have access to the emails.  Amy Volkmann asked Annette Wolf to put on the list to discuss further.
  • Gretchen Peterson said she finally gave her bio and picture for the website and it still has not been uploaded.  Asked when it will be on the website.
  • Ronnie Williams, from All Seasons, asked Amy Volkmann to approve two expenditures for the lakefront.  One was for $1200 for the mowing and $2200 for the steps.  Even though the steps haven’t been started yet, Amy Volkmann felt he should be paid and we should have faith in contractors, as they are hard to find.  Amy made a motion to pay her for the money she paid to Ronnie Williams from her personal account.  
  • Annette Wolf and Gretchen Peterson said it shouldn’t be that difficult to move the rock in the driveway to the side of the steps.  Annette Wolf said she could bring a wheel barrel and start next weekend.  Amy Volkmann stated the rocks are used for erosion control on the side of the steps.  Gretchen Peterson will donate plants for the area once completed.
  • Need to move the brick behind the shed and make two rows along the stair area to hold everything into place.  Ronnie has said he would have the steps done in two weeks and will let us know when the bricks can be put into place.
  • Carin Tio asked who has keys to the gate.  Amy Volkmann stated she has keys to the gate, shed, post office box, marquee, and safety deposit box.  Carin Tio would like additional keys made for the gate.  When the electricity is out, no one at the beach can get out.
  • The lock box on the shed is not usable.  Amy Volkmann can not remember the combination.  Carin Tio said to purchase another lockbox is $15.00.  The knox box for the fire department will also need a key to the gate for emergencies.
  • Annette Wolf brought up the earlier discussion on the contractor for mowing and the stair project.  It was $1500 for materials for the stairs.  Amy Volkmann discussed that Nancy Kubina and Ginny Palumbo told her you should never pay all the money up front to a contractor, before the work has started.  Nancy Kubina will pay Amy Volkmann the $3,200 she paid Ronnie Williams.  Annette Wolf made a motion to reimburse Amy Volkmann and Carin Tio seconded it.  Amy Volkmann stated she paid upfront, because she wanted to get the job done quickly.

  • Transition from Amy Volkmann to Annette Wolf.  Amy Volkmann stated the major issues is going into summer and there is so much 
  • Annette Wolf’s husband, Chris, will be fixing the card reader with pipe and cement.
  • Nancy Kubina hopes the new fence will be strong enough to hold the wooden signs.  Amy Volkmann said the fencing is large enough to put up both signs.  The front entrance had two flower boxes.  Nick Olson did not put up the other fence, because there is a large tree that is dead.  
  • Amy Volkmann has already called the companies to put in the dock, porta potty and to turn on the water.  The marquee needs some updating.  The signs inside need to be replaced.
  • Amy Volkmann has her personal credit card on several accounts and she will be removing these from the accounts.  Nancy Kubina asked why are we using our personal credit cards?  Why can’t we change to ACH on these accounts?
  • Carin Tio said the cameras need to be moved to ACH and she will check on this.  We have four cameras.  Two are on the unlimited plan which is $15 each month and two are on the free plan which is 100 pictures a month.
  • Amy Volkmann has already taken her contact information off the website.
  • Even though Amy Volkmann is stepping away, she will be more than happy to help.  She is not leaving the area.
  • Nancy Kubina paid a deposit of $1200 for the lawn invoice, and the balance on the invoice is $2550.  Nancy Kubina will only be paying $150 a week for the mowing, not the balance on the invoice.  Amy Volkmann said she did this because last year we paid the landscaper and they did nothing for a month.  Mowing is on Fridays along with beach cleanup.
  • Carin Tio stated she has been testing out the solar batteries for two of the cameras and they have been working great.
  • 4th of July Annual Picnic.  The annual picnic will be done in conjunction with the ATV/UTV parade.  Ginny Palumbo will purchase the food, beverages, ice  and cook the hotdogs. Amy Volkmann said we will need to coordinate with Bill Collins.  In the past we have done prizes for the parade participants. There are 5 categories. – Best Kids Costume, Best Pet Costume, Best Costume, Best UTV decorations.  Amy Volkmann couldn’t remember the last category.  Nancy Kubina asked if the gift cards were $25.00 each.  Amy Volkmann said yes.
  • Installation of the swim ropes.  This has been done by past board members just before Memorial Day.  They no longer want to be responsible for this.  Nancy Kubina asked if they would come down to show us how the ropes are put in.  It’s a commitment of about 3 hours to put them in.  Todd and Lisa Caskey, Terry and Betty Anderson, Kathleen and Todd Pugh, Steve and Mary Hensen used to put them in.  This is very time consuming because you have to replace the noodles and string each one along and put in washers in between.  Amy Volkmann said they will show us how to do it as it’s complicated because each year the ropes have to be reconstructed and then you need people to go into the lake and attach them.  Nancy Kubina asked why can’t this be done before the lake is filled.  Annette Wolf asked why the ropes can’t be attached to T Posts.  Northern Bay has T Posts out.  Amy Volkmann didn’t see why this couldn’t be done, but the DNR will have to approve it.
  • Amy Volkmann said the Lakewood Google Docs has all our documents for the board.  The job description for the board is in there.  It is not even close to what is done now.  It is very detailed and broken down by seasons.  Amy Volkmann asked that we review the job descriptions and update each board member task.  Annette Wolf will review and rework the job descriptions.
  • Nancy Kubina said the bank signatures need to be changed and Amy Volkmann’s name removed along with the safety deposit box.  Annette Wolf asked what the safety deposit box is used for.  Amy Volkmann said it has all the original documents from when the subdivision was built.  It has the original bylaws and declaration in there.  Amy Volkmann took the original documents from the safety deposit.  They have been given to Annette Wolf now.
  • Nancy Kubina asked for the bill from the t-shirts.  Gretchen Peterson said it is in an envelope inside the box.  Amy Volkmann has the box of t-shirts and will give the bill to Nancy Kubina.
  • Nick Olson gave Amy Volkmann the bill for the flower box materials.  Amy Volkmann will give it to Nancy Kubina.  Nick Olson also has the other fence panel along with two posts that have not been put up until the dead tree is removed.
  • Noodles need to be ordered.  Need about 50 noodles for the swim area.
  • Carin Tio will order lock boxes.  Annette Wolf says we need 3 extra keys for the gate. One for the knox box (fire and police department), and one for the shed.  Annette Wolf will handle.  Amy Volkmann said Terry Anderson also has a set of keys.
  • Carin Tio asked if the meeting minutes were approved before putting it on the website.  Annette Wolf said minutes have to be approved by the board before they are published.
